A fire extinguisher that fails when you need it is worse than having no extinguisher at all — it gives a false sense of security and wastes precious seconds during an emergency. Under the revised IS 2190:2024 (Code of Practice for Selection, Installation, and Maintenance of Portable Fire Extinguishers), maintenance requirements have been substantially strengthened. This guide explains exactly what building owners must do, how often, and the consequences of non-compliance.

Legal Basis for Fire Extinguisher Maintenance in India

Fire extinguisher maintenance is a legal requirement under:

  • IS 2190:2024 — Code of Practice for Selection, Installation, and Maintenance of Portable Fire Extinguishers.
  • NBCS 2026, Part 4, Clause 9.2 — All portable extinguishers must be maintained by an IS 2190-licensed agency at prescribed intervals.
  • Factories Act 1948, Section 38 — Provision and maintenance of fire fighting equipment in industrial premises.
  • Model Building Bye-Laws 2024, Regulation 14 — Annual fire safety certificate requires evidence of extinguisher maintenance.

Three Levels of Maintenance Under IS 2190:2024

1. Monthly Visual Inspection (Owner's Responsibility)

Building owners or designated fire wardens must conduct visual inspections every month on every extinguisher. Checklist:

  • Extinguisher in its designated location? Not moved, not obstructed.
  • Pressure gauge indicator in GREEN zone (overcharged or undercharged both fail).
  • Safety pin and tamper seal intact — not missing or broken.
  • No visible damage — dents, rust, corrosion, cracked hose, damaged nozzle.
  • Operating instructions legible? Not faded or missing.
  • Last annual service date sticker visible and within 12 months.
  • Weighing (for CO? extinguishers) — weight loss exceeding 10% requires immediate service.

Documentation: Monthly inspection tag or logbook with date, inspector name, and signature. This is the most frequently missing document during fire audits.

2. Annual Maintenance (Licensed Service Provider)

Every extinguisher must undergo complete maintenance by an IS 2190-licensed service provider every 12 months from the date of last service. The service includes:

  • Complete discharge of extinguishing agent (for dry powder, CO?, and clean agent types).
  • Internal inspection of cylinder — corrosion, liner condition, moisture presence.
  • Valve and O-ring replacement (mandatory on certain schedules).
  • Pressure testing of cylinder (if hydrostatic test interval is due — see below).
  • Recharging with fresh agent of correct type and quantity.
  • New tamper seal and service tag with next due date.

Cost: ?150–?500 per extinguisher for standard ABC dry powder service, depending on size and location.

Note: Annual maintenance requires complete discharge — a "top-up" service (refilling without discharge) is NOT compliant with IS 2190:2024.

3. Hydrostatic (Pressure) Testing — Extended Intervals

Hydrostatic testing verifies the cylinder's ability to safely contain pressurised agent. Testing intervals under IS 2190:2024:

Cost: ?200–?800 per extinguisher for hydrostatic testing plus recharging.

IMPORTANT: Hydrostatic testing must be performed by a BIS-licensed test center — your local service provider should send extinguishers to such a center, not perform testing themselves. A stamped test certificate must be provided.

Signs Your Fire Extinguisher Needs Immediate Service

  • Pressure gauge in the RED (left) zone — undercharged or leaking.
  • Pressure gauge in the RED (right) zone — overcharged (dangerous — risk of burst).
  • Safety pin missing or seal broken — extinguisher may have been partially discharged or tampered with.
  • Rust, corrosion, or dents — cylinder integrity compromised.
  • Hose cracked or nozzle blocked — agent will not discharge correctly.
  • Missing service tag or tag shows last service >12 months ago.
  • Weighing shows weight loss >10% for CO? extinguisher.

Documentation Requirements for Compliance

During a fire audit, you must produce:

  • Extinguisher register — list of all extinguishers with serial numbers, locations, types, sizes, installation date, last service date, next service date.
  • Monthly inspection log — signed and dated for each extinguisher each month.
  • Annual maintenance invoices/reports — with service provider license number and stamp.
  • Hydrostatic test certificates — for each extinguisher tested, valid for the current period.
  • AMC contract with licensed service provider (required for buildings >15 metres under NBCS 2026).

Finding a Licensed Fire Extinguisher Service Provider in India

Under IS 2190:2024, service providers must be licensed by BIS. Verify license status:

  • Ask for the BIS license number (CM/L-XXXXXXXX format).
  • Verify on the BIS portal (bis.gov.in) under "Certification/Care/Find Licensed Unit".
  • Check that the license covers the specific type of extinguisher (e.g., dry powder, CO?).

National service providers with BIS licenses: Safex Fire Services, Ceasefire Industries (select locations), Minimax India, Kanex Fire, Marvel Fire Services. Always verify local license status — not all branches of national brands are licensed.

Penalties for Non-Compliance

  • Fire audit non-compliance citation: ?10,000–?50,000 plus requirement to service all extinguishers within 15 days.
  • Second offence (no rectification): ?50,000–?2,00,000 and potential suspension of Fire NOC.
  • Liability in case of fire injury or death: If an extinguisher fails due to lack of maintenance and this contributes to injury or death, building owner can face criminal negligence charges (Section 304A IPC). Insurance claims may also be denied.
