Fire Safety for LPG and CNG Installations in India: Regulations, Detection, Suppression, and Best Practices
Liquefied Petroleum Gas (LPG) and Compressed Natural Gas (CNG) are essential fuels for India's domestic, commercial, and transportation sectors. However, their properties — heavier-than-air (LPG) or lighter-than-air (CNG), flammable over a wide range of concentrations, and stored under pressure — create unique fire and explosion risks. LPG and CNG Fire Risks — Understanding the Hazards
LPG (Propane/Butane Mixture)
- Heavier than air: LPG vapour settles at ground level and can travel long distances along floors, gathering in low spots (basements, drains, pits). A leak can travel to an ignition source far from the point of release and flash back.
- Flammability range: 2.1% to 9.5% concentration in air. Relatively narrow, but highly explosive within this range.
- Boiling point: -42°C — LPG is stored as a liquid under pressure. If released, it rapidly vaporises, expanding 270 times in volume.
- BLEVE risk: Boiling Liquid Expanding Vapour Explosion — if a LPG cylinder or tank is heated by an external fire, the internal pressure rises rapidly. If the relief valve cannot vent fast enough, the vessel can rupture catastrophically, producing a fireball up to 200 metres in diameter.
CNG (Compressed Natural Gas — Primarily Methane)
- Lighter than air: CNG rises and disperses upward — less likely to accumulate at ground level than LPG, but can accumulate under roofs or in unventilated high spaces.
- Flammability range: 5% to 15% in air — slightly wider than LPG.
- Storage pressure: CNG cylinders are pressurised to 200–250 bar (2,900–3,600 psi) — high-pressure release creates significant jet fire risk.
- Auto-ignition temperature: Approximately 540°C — higher than LPG (410–580°C range).
Regulatory Framework for LPG/CNG Fire Safety in India
Petroleum Act 1934 and Petroleum Rules 2002 (Ministry of Petroleum and Natural Gas)

Fire Safety Products for LPG/CNG Installations
1. Fixed Gas Detection Systems (Mandatory for commercial/industrial installations)
For LPG (heavier than air): Point-type combustible gas detectors mounted near floor level (300–600 mm above floor) in areas where LPG is stored or used. Detection setpoint: typically 20% of Lower Explosive Limit (LEL) for alarm, 40% LEL for automatic shut-off.
For CNG (lighter than air): Detectors mounted near ceiling level (300–600 mm below ceiling). CNG stations require both high and low detectors in covered areas.

Ventilation Requirements for LPG Storage Rooms
Under NBCS 2026 and Petroleum Rules:
- LPG storage rooms (more than 100 kg) must have permanent low-level ventilation (due to heavier-than-air vapour) — openings at floor level (within 300 mm of floor) with a minimum total free area of 5% of floor area.
- Ventilation openings must discharge directly to outside air (not to internal corridors or occupied spaces).
- Mechanical extraction (explosion-proof fan) required for basement LPG storage — minimum 15 air changes per hour.
- Make-up air inlets at high level (to promote natural circulation).
- Doors to LPG storage rooms must open outward and be self-closing with smoke seals.
Domestic LPG Cylinder Fire Safety — What Every Household Should Know
While industrial LPG installations have extensive requirements, domestic LPG cylinders (14.2 kg / 5 kg) in homes remain a common fire risk. Key safety practices:
- Always keep the rubber tube (pipeline) as short as possible — maximum 2 metres. Replace tube every 2 years (or immediately if cracked or stiff).
- Check for leaks with soap solution — NEVER use a flame to check. Bubbles indicate leak.
- Turn off the cylinder valve when not in use (especially overnight).
- Keep cylinders upright — never lay on side (liquid LPG may enter the regulator and gas appliance, causing flare-up).
- Keep cylinders in well-ventilated area — never in a sealed cabinet or under a sink.
- Minimum 1.5 metres from ignition sources (stove, geyser, electrical meter).
If you smell gas (LPG leak):
- DO NOT operate any electrical switch — sparks can ignite gas.
- DO NOT light a match, candle, or cigarette.
- Turn off the cylinder valve immediately (turn clockwise to close).
- Open all doors and windows to ventilate.
- Evacuate the area and call the gas supplier from a safe distance (outside, away from the building).
If LPG cylinder is on fire (jet fire from regulator or tube):
- If possible, turn off the cylinder valve (clockwise). This shuts off the fuel and the fire will extinguish itself.
- If the cylinder valve cannot be reached due to flames, evacuate immediately and call the fire brigade (101).
- DO NOT attempt to move a cylinder that is on fire.
- DO NOT use water directly on a burning LPG cylinder — water may cause uneven cooling and increase BLEVE risk. Use dry powder extinguisher from a safe distance.
