What is a Fire NOC? How to Apply, Renew, and Avoid Rejection in India

A Fire No Objection Certificate (Fire NOC) is a mandatory safety clearance issued by the state's Fire and Emergency Services department certifying that a building meets all prescribed fire safety norms. It is required before a building receives its Occupancy Certificate (OC) and must be renewed periodically — typically every one to three years depending on the state and occupancy type.

Who Needs a Fire NOC?

• All buildings above 15 metres (approximately 4–5 floors).
• All hospitals, hotels, schools, malls, and cinemas, regardless of height.
• All industrial units and warehouses above 500 sq. metres in area.
• Petrol pumps, LPG godowns, and hazardous material storage facilities.
• Buildings with a basement occupying more than 500 sq. metres.

4. Clear all deficiencies noted during inspection within 30 days.
5. Receive the Fire NOC digitally — valid for 1 year for residential, 3 years for industrial.

Common Reasons for Fire NOC Rejection

• Inadequate water storage: Many applicants fail to meet the minimum water tank capacity as per IS 3844.
• Blocked or undersized exit passages: Corridors narrower than 1.8 metres are a common issue.
• Non-functional alarm systems: Alarm panels must be tested and certified at the time of inspection.
• Missing fire-rated doors: Staircases and refuge areas must have fire-rated doors with the correct rating label.
• Expired AMC for fire systems: Systems without a valid Annual Maintenance Contract (AMC) are routinely rejected.

Renewal Deadlines and Penalties

Operating a commercial establishment without a valid Fire NOC is a cognizable offence in most states. In Mumbai, the BMC can seal the premises and the owner may face a fine of ?50,000 per day for each day of non-compliance.
