Emergency Lighting Systems in India: Types, Lux Levels, IS Standards, and Installation
In a fire or power failure, emergency lighting is what allows occupants to see the escape route, read the exit signs, and evacuate safely. Without it, even a well-designed evacuation route becomes a dark, disorienting trap. In India, emergency lighting is a mandatory requirement for all commercial buildings under NBCS 2026, yet it remains one of the most commonly deficient items found during fire safety inspections.
Legal Requirements
Under NBCS 2026, Part 8, Section 2 and the Model Building Bye-Laws 2024, emergency lighting is mandatory in:
- All escape routes (corridors, stairwells, lobbies).
- All open-plan areas above 60 sq. metres.
- All high-risk task areas (operating theatres, generator rooms, control rooms).
- All lift lobbies and refuge areas.
- External routes to the designated assembly point.
Types of Emergency Lighting
1. Escape Route Lighting
Provides minimum illumination along escape routes so occupants can navigate safely. NBCS 2026 specifies a minimum horizontal illuminance of 1 lux along the centre line of the escape route (consistent with BS EN 1838:2013). However, for high-occupancy buildings (malls, hospitals, auditoriums), a minimum of 2 lux is strongly recommended.
2. Open Area (Anti-Panic) Lighting
For large open areas where people must orient themselves before reaching an exit. Minimum 0.5 lux across the floor area (per BS EN 1838), with a uniformity ratio (minimum:maximum) of no worse than 1:40. Prevents panic caused by abrupt darkness in large spaces.
3. High-Risk Task Area Lighting
For areas where activities must be safely stopped before evacuation — operating theatres, CNC machine rooms, electrical substations. Minimum 10 lux or 10% of the normal illuminance (whichever is greater), with full colour rendering required.
Self-Contained vs Central Battery Systems
Self-Contained Emergency Luminaires
Each fitting contains its own battery, inverter circuit, and lamp. The most common type in India. Easy to install, but battery failure is often undetected without regular testing. Battery life: 3–5 years (sealed lead-acid) or 5–8 years (NiMH/Li-ion).

Central Battery System
All emergency luminaires are powered from a single centralised battery bank. Preferred for large buildings (hospitals, malls, airports). Easier to monitor, test, and maintain. Significantly higher upfront cost but lower long-term maintenance.

Maintained vs Non-Maintained Luminaires
- Maintained: The lamp operates continuously in normal conditions and remains on during a power failure. Used for emergency exit signs and high-occupancy areas where constant signage is needed.
- Non-Maintained: The lamp is off during normal conditions and only activates when the mains power fails. Used for escape route and anti-panic lighting in most commercial buildings.
Mandatory Duration
NBCS 2026 and IS 6665:1972 (Code of Practice for Industrial Lighting) specify:
- Minimum 3-hour backup duration for all escape route and anti-panic emergency lighting.
- Minimum 3-hour backup for all emergency exit signs.
- Minimum 1-hour backup for high-risk task area lighting (after which tasks should be safely stopped).
